安装了一个多语言的程序发现并不能切换为中文，研究了下发现是VPS未开启对中文的支持。

apt-get install locales
dpkg-reconfigure locales

空格选中zh_CN.utf8，回车确认。
locale -a 查看是否有了zh_CN.utf8
最后我重启了apache2，中文出来了

当然还有最重要的gettext不能忘了装
